1. Policy Statement
4D Plant Hire Limited is committed to achieving the highest standards of health, safety, and environmental management across all operations. We recognise that the health and safety of our employees, contractors, and visitors is paramount, and we are committed to continuous improvement in our HSE performance.
This policy applies to all activities undertaken by the company, including plant machinery hire, waste collection, brokering, recycling, and hazardous waste services. We will comply with all relevant UK legislation including the Health and Safety at Work etc. Act 1974 and associated regulations.
2. Scope
This policy applies to:
- All employees of 4D Plant Hire Limited
- All contractors and temporary workers
- Visitors to our premises
- Plant machinery users and operators
- All clients and partners
The policy covers all aspects of our business operations and extends to our supply chain and sub-contractors.
3. Responsibilities
Directors and Senior Management
- Overall responsibility for HSE policy implementation and enforcement
- Allocation of adequate financial and human resources
- Regular review and monitoring of HSE performance
Managers and Supervisors
- Day-to-day implementation of HSE procedures
- Supervision of staff and contractors
- Investigation of incidents and near-misses
- Ensuring adequate training is completed
Employees and Contractors
- Compliance with HSE procedures and safe working practices
- Reporting hazards and incidents
- Use of Personal Protective Equipment (PPE) as required
4. Risk Assessment
4D Plant Hire conducts comprehensive risk assessments for all activities and work areas. Our methodology includes:
- Identification of hazards specific to plant hire and waste management
- Evaluation of risk levels and potential severity
- Implementation of control measures (elimination, substitution, engineering controls)
- Administrative controls and PPE provisions
- Regular review and updates of assessments
Risk assessments are documented and made available to all affected employees and contractors.
5. Equipment Safety & Compliance
All plant machinery provided by 4D Plant Hire is maintained in safe working order and complies with relevant legislation:
- LOLER 1998: Lifting Equipment and Lifting Operations regulations compliance
- PUWER 1998: Provision and Use of Work Equipment Regulations
- Thorough examinations and inspections by certified professionals
- Planned maintenance schedules for all equipment
- Daily pre-use checks by operators
- Defect reporting and swift remedial action
All excavators (13-52T), dumpers, wheel loaders, shredders, screeners, and material handlers are regularly certified and documented.
6. Operator Competence & Training
All plant operators must be adequately trained and competent:
- CPCS (Construction Plant Competency Scheme) or NPORS certification required
- Induction training for all new starters
- Site-specific toolbox talks and briefings
- Refresher training at regular intervals
- Competency assessments and records maintained
Training records are kept up to date and operators work only within their certified competency areas.
7. Personal Protective Equipment (PPE)
Appropriate PPE is provided and mandatory on all sites:
- Safety helmets/hard hats
- Safety footwear
- High-visibility clothing
- Eye and hearing protection as required
- Gloves and respiratory protection where necessary
- Regular inspection and replacement of damaged PPE
All personnel are trained in the correct use, maintenance, and storage of PPE.
8. Incident Reporting & Investigation
4D Plant Hire maintains a comprehensive incident reporting system in compliance with RIDDOR 2013:
- All incidents, accidents, and injuries must be reported immediately
- Near-miss reporting encouraged to prevent future incidents
- Serious incidents reported to the Health and Safety Executive (HSE)
- Formal investigation of all reportable incidents
- Corrective actions implemented to prevent recurrence
- Records maintained for statutory compliance
9. Emergency Procedures
Emergency procedures are in place and regularly tested:
- Fire evacuation plans and assembly points
- Emergency contact procedures
- First aid facilities and trained first aiders
- Regular drills and training
- Emergency equipment inspection and maintenance
- Clear signage and communication of procedures
10. Control of Substances Hazardous to Health (COSHH)
All hazardous substances are managed in accordance with COSHH regulations:
- Inventory of all hazardous substances
- Safety Data Sheets (SDS) available for all substances
- Risk assessment for hazardous substance use
- Engineering controls and ventilation
- Employee training and information
- Health surveillance where required
11. Working at Height
Work at height is undertaken in compliance with the Work at Height Regulations 2005:
- Assessment of all work at height activities
- Use of appropriate access equipment and fall protection
- Competent training for all personnel working at height
- Regular inspection of equipment
12. Manual Handling
Manual handling activities are assessed and managed to prevent injury:
- Assessment of all manual handling tasks
- Use of mechanical aids where practical
- Staff training in safe manual handling techniques
